Automatic label placement is one of the weaker aspects of web mapping technology. There are aspects to labeling that may seem counter-intuitive.

Label Thinning

The labeling system used here does not allow labels to overlap. When placing labels, if two labels would overlap, one will be discarded. This means the labels you see on the screen may be a subset of the available labels, and the exact choice of labels shown will be dependent upon map scale, and the number of labeled layers you are using.
